About the Board

Board members choose to serve their community in an all volunteer capacity. We’re always looking for additional interested parties.

The Hampshire Pond Community Association does not employ a management company to assist us with HOA business and thus our annual dues are small compared to most HOAs in Fort Collins and throughout Colorado. To keep our dues small,we need your help and compliance with the covenants and rules and regulations, volunteer help with projects, and to step forward to serve as board members.

HOA President Ken Pals
Ken moved with wife Christie into the Hampshire Pond neighborhood in 2013. He volunteered to serve on the Board in 2015, was appointed president and has served in this capacity since. His motivation is simply service, offering transparency, and fiduciary leadership, building community, maintaining a respectable common area, keeping our HOA fees minimal, and the neighborhood attractive to future homeowners. During his tenure our Bylaws and nine Polices required by the State of Colorado were created, updated and/or adopted. Ken envisions that the association’s next major undertaking will be to condense and revise the Covenants. The Pals have hosted the Neighborhood Night Out Block Party for several years. Ken is retired from working as a park naturalist ranger & nature center manager and currently enjoys working part-time at the local hardware store.

Vice President Dan Butcher
Dan,and his wife have been in community since 2019. He was first motivated to serve on the board to provide additional opinions for architectural approvals and greatly enjoys serving our community. He believes the HOA should first and foremost be a vehicle for building community among neighbors. He works in technology and tries to provide technological expertise for the board where possible. In his limited spare time he enjoys playing drums in local band Former Empires, which is comprised entirely of members from our Hampshire Pond neighborhood, and playing in an adult soccer league.

Treasurer Nancy Raney
She and her husband Bob, both retired, have lived in the neighborhood since 1999. Nancy formerly worked for Jax Outdoor for over 20 years as the apparel buyer. Nancy and Bob have done a lot of work xeriscaping their own yard with native plants and volunteering in maintaining the landscaping for the west entrance to the neighborhood. What motivates her to be on the board is to help keep HOA fees low, to help maintain an attractive neighborhood, a sense of community and neighborliness.

Secretary Leah Marinescu
Since 2020, she and husband Peter have live in our neighborhood, they have two children. Leah moved from Wisconsin to Fort Collins in 2011 to pursue her M.S. and Ph.D. in Atmospheric Science at Colorado State University, and she has worked as a Research Scientist at CSU since 2018. Leah joined the HPCA Board to become more involved in our local community, to help keep our HOA dues low, and to better get to know neighbors. She enjoys being Secretary, as she loves to take notes. With her admittedly
minimal) spare time, she has also helped migrate HPCA documents and notes to Google Drive.

Member-At-Large Shirley Lupis
Shirley served on the Board as secretary from 2016 – 2019. Her motivation for serving now is time to spare and desire to be a more active member once again in helping to maintain the quality of our neighborhood. While raising their daughters in Westport, CT, she and her husband Steve were active members of their HOA serving on multiple board positions. Shirley retired from IBM and continued working part time as a consultant until 2001.
